The useful comparison is a scale mismatch between natural snowpack storage and managed reservoir storage/operations. USBR’s own pages show that tier rules, Section 6.E reductions, and upstream drought-response releases are active operators on Powell storage — not snowpack alone. California and the Colorado system can diverge in the same week under a shared western snow-drought season.
